This is some footage of a Spanish F/A-18 Hornet doing a fly-past the gas balloon being flown by Janet Folkes and Ann Webb.

It was acknowledging the pair's achievement of breaking the gas balloon flight duration record for women, flying for almost 70 hours.

They were competing in the annual race Coupe Aéronautique Gordon Bennett.
